Alternative Measures & OSHA Compliance
OSHA 1910.147 establishes lockout/tagout (LOTO) as the primary method for protecting workers from hazardous energy during servicing and maintenance activities. While lockout remains the preferred approach, OSHA permits the use of alternative measures for certain tasks—specifically those that are routine, repetitive, and integral to normal production—provided those measures deliver effective protection.
OSHA defines effective protection as:
- Control‑reliable, fail‑safe design
- Protection against component failure
- Exclusive personal control by exposed employees
- Verification of de‑energization
- Resistance to bypass or tampering
Control circuits alone, such as PLC‑based systems, are not considered energy‑isolating devices and do not meet LOTO requirements or the minor servicing exception.
ANSI/ASSP Z244.1 (2024) offers the industry‑recognized framework for determining when alternative methods are acceptable through task‑based risk assessment and clear performance criteria.
